(The yield, or rate of return, on those securities is limited to one basis point below that of a Treasury security of similar maturity; a basis point is one one-hundredth of a percentage point.). The 1917enactment of the Second Liberty Bond Act led to an overall dollar limit on debt. A location quotient greater than one indicates the occupation has a higher share of employment than average, and a location quotient less than one indicates the occupation is less prevalent in the area than average. The dollar amount of debt that Chinese and Japanese entities held in 2019 was almost one-third more than they held in 2009, but the share of total debt those entities owned declined.
